A ‘Game Changer’ for Successful Performance Based Services Acquisition

CEO Denise Cline of Cline-Morin Associates (CMA), a woman-owned, service-disabled, veteran-owned small business, states, "After 30 years applying Performance-Based Services Acquisition (PBSA) techniques to Federal contracts, we believe our expertise offers the Federal client a ‘game changer’ to applying PBSA successfully." Even though PBSA is 30 years old, there are still misconceptions on how to successfully apply this technique. In 2008, the Office of Management & Budget elevated its goal to apply PBSA techniques to 50% of all eligible service contracts. CMA believes it can be a client’s "game changer" to more effectively use PBSA. Denise says, "Although PBSA is an acquisition initiative, we often rely heavily on the program office to understand how to write the work statement and performance assessment plan using PBSA techniques. Another common mistake is to believe that the work statement represents the majority of the effort with PBSA."

According to Denise, the last game changer, "7 Steps to PBSA," was excellent with a focus on planning, a team approach, and writing the performance work statement. But, the 7-Steps approach fell short on not recognizing the importance the role of source selection and contract administration has on achieving PBSA results. Denise explains, "We need to use the evaluation scheme strategically to select the contractor. Also, the entire acquisition team needs to have a better understanding as to why a company is selected for the award. And, finally, expectations during contract administration need to be consistent with the contract terms."

HASBAT SBIS Program Kickoff; CBTW EVMS Services Conducts EVMS Seminar

The Huntsville Association of Small Businesses in Advanced Technology (HASBAT) kicked off its new Small Business Information Series (SBIS) Program on September 27, 2011, with a one-day seminar on the Earned Value Management System (EVMS) at Tec-Masters, Inc.

George Stubbs, one of the two founding partners of CBTW EVMS Services, is a highly regarded EVMS expert with over 30 years of experience implementing EVMS for major defense contractors. During the seminar, Mr. Stubbs presented an introduction and overview of EVMS concepts and applications, including details that attendees could immediately put into practice. The more than 50 HASBAT members who attended were given 60 days of on-line EVMS training at no cost.

"SBIS is designed to help HASBAT members obtain important information to position their companies for growth," stated Bill Pedigo, Co-Chair of the HASBAT Programs Committee, who is developing the SBIS Program for HASBAT. "HASBAT is committed to having top industry professionals present topics ranging from preparing for and passing DCAA audits of accounting systems, marketing to the Federal Government and large defense contractors, understanding and complying with the Federal Acquisition Regulations (FAR), to more advanced quality, programmatic, and efficiency topics such as ISO 9000/9001, EVMS, CMMI, and Lean Six Sigma," Pedigo added.

HASBAT President Phil Carey concluded the EVMS seminar by presenting Mr. Stubbs with the HASBAT coin. "We strive to bring added value to our HASBAT members," stated Carey. "The SBIS EVMS seminar was a major success and is only the start of HASBAT initiatives that benefit our members. HASBAT conducts these seminars at no cost to HASBAT members," Carey added.

The new Site Selector Pro framework developed by Kenetics provides users with the capability of overlaying geographic-specific information of real estate, industrial building sites, available buildings, and regional demographics onto a web based mapping system and implements all of the information in an extremely simple and easy to use interface. The ultimate benefit of Site Selector Pro is that a "non-technical" user can very easily market the strengths of its’ community, in a very sophisticated and cost-effective way.

Direct Strike: Non-Lethal, Pre-Emplaced Electric Vehicle Stopper

The Radiance Direct Strike non-lethal Vehicle Stopper is a Pre-emplaced Electric Vehicle Stopper (PEVS) that can be used to disable small and medium vehicles by injecting a high-voltage pulse directly into the chassis of a target vehicle. This high voltage pulse permanently disables most vehicles by damaging key components in the vehicle’s electrical system, rendering affected vehicles inoperable until maintenance is performed. This device can be positioned at security checkpoints to stop suspect vehicles that fail to yield to security.

Hybrid Advanced Microgrid Power System (HAMPS)

The HAMPS provides reliable and stable power while reducing the fossil fuel footprint of generator systems, while satisfying the current and future operational power requirements of our DoD customer. Technology Management Training Group

Program Assessment and Evaluation Efforts Enhances Capabilities

Technology Management Training Group, Inc. (TMT Group) is busy connecting a diverse network of U.S. Army ambassadors with K-12 and college and university students, teachers, and administrators to support human capital development. This initiative is needed to help shape the future workforce for the Department of Defense on Redstone Arsenal through TMT Group’s Educational Outreach Programs in North Alabama. Science Technology Engineering and Mathematic (STEM) learning opportunities with the U.S. Army Aviation Missile Research Development and Engineering Center (AMRDEC) and aviation and missile technology development and management for the U.S. Army Aviation Missile Life-Cycle Management Command (LCMC) drive these programs.

In addition to helping provide a network of support to these areas, TMT Group has expanded its Educational Outreach capacity to support other federal agencies, including the Office of the Secretary of Defense (OSD) and the National Science Foundation (NSF) in national program assessment and evaluation. "The OSD and NSF work provides us with an opportunity to impact higher educational programming on a national scale," President/CEO Dorothy Huston states. The OSD effort is a national assessment of HBCU/MI funding and DoD mission-specific areas.

Recently, TMT Group was awarded a contract to support the NSF’s Science Master’s Program (SMP) with program evaluation support. NSF funded 21 grants totaling $15 million dollars to establish a SMP that prepares graduate students for careers in business, industry, nonprofit organizations, and government agencies by providing them with a strong foundation in science, technology, engineering and mathematics (STEM) disciplines. Each SMP provides students with research experiences, faculty internship experiences, and interdisciplinary skills to succeed in those careers. This program was offered as part of the American Recovery and Reinvestment Act of 2009 and is intended to catalyze the creation of institution-based efforts that can be sustained without additional federal funding. Each SMP encourages diversity in student participation in an effort to contribute to a broadly inclusive, well-trained science and engineering workforce. TMT Group leads a team of small businesses and nonprofit organizations in providing evaluation support for SMP by establishing a senior level advisory group; assisting the program in developing the program theory of action, conducting a descriptive review of the SMP portfolio, developing a cross-project data collection capability for collecting quantitative and qualitative data to respond to the program metrics, critiquing and synthesizing of project assessment and evaluation plans, and developing a plan for tracking graduates.

With a growing concern about the technological workforce needed in a global economy and statistics that show a decline in developing and preparing students for careers needed to keep up with that growth, TMT Group plays a critical role in helping to narrow that gap. 14th Annual Space and Missile Defense Conference and Exhibition (NP)

A SUCCESS on Many Levels!

The 14th Annual Space and Missile Defense Conference and Exhibition was a success on many levels. The planning, execution, and follow-though was professional and conducted like a pure military mission. The speakers, agenda, exhibits, and location were well thought-out and utilized. However, there were a few challenges. Looming budget cuts and talk of the desire for more "efficiencies" in defense spending were mixed in with the review of old projects, programs, ideas, and directions, along with a look at the future. As with previous conferences, the focus this year was on two key areas: powerful speakers and informative exhibits.

U.S. and international speakers and panel members made up the agenda for the three-day event, dividing equal time between key space and missile defense current issues. Government speakers included Lt. Gen. Richard Formica, commanding general of the Army Space and Missile Defense Command/Army Forces Strategic Command; Lt. Gen. Patrick O’Reilly, director of the Missile Defense Agency; Lt. Gen. Dennis Via, deputy commander of the Army Materiel Command; and Lt. Gen Susan Helms, commander of the Air Force Space Command.

International guest speakers included Lt. Gen. Friedrich Ploeger, deputy commander of NATO’s Allied Air Command; and Dr. Uziel Rubin, Founder and first Director of the Israeli Missile Defense Organization. Ploeger highlighted the challenges facing NATO’s mission of protecting the European Alliance’s population, territory, and forces while the NATO BMD is under development. Rubin provided the perspective of a country that has had the experience of having its neighbors launching rockets and missiles over its boarders and into civilian communities.

Huntsville Mayor Tommy Battle spoke about continuing to make Huntsville a center for cyber security and shared plans for the Huntsville Cyber Security Center of Excellence. Besides "official" discussions on all the hot cyber, space, and missile defense topics, there were the "unofficial" discussions in the exhibit halls that in many ways were what a conference is really about. "Down in the trenches", on the exhibit floor, many of the major, minor, and new players were making acquaintances and learning what each other does, makes, markets, and accomplishes. All of the local major and minor companies participated in this year’s conference.

A Technical Symposium featuring Civil Emergency Responder C3 Systems After the April 27 Tornadoes

AFCEA Chapter President Vic Budura says, "The Huntsville AFCEA Chapter was proud to join with our Raytheon Community Partner to host a technical symposium on command, control, and communications surrounding the April 27 tornado events. The presentations addressed the response performances during the April crisis, roles and requirements from different groups, and future plans for continued success with appropriate and timely emergency responsiveness."

The AFCEA Technical Symposium, held on September 15, included system displays from Atlantic Group, Inc. and GATR Technologies. The featured speakers began with AFCEA Symposium Chair Kenny Watts and continued with Rex Reynolds representing Mayor Tommy Battle of Huntsville, Madison City Mayor Paul Finley, Redstone Arsenal Garrison Commander Colonel John Hamilton, Christina Crowe of the National Weather Service, Huntsville-Madison County EMA Director Rusty Russell, CEO of Madison County Communications District Ernie Blair, Deputy Chief Howard McFalen of the Huntsville Fire and Rescue Operations, Don Webster of HEMSI COO, and Dr. Pamela Hudson, CEO, Crestwood Hospital.

The day continued with presentations by Anthony Beresford, the Wing Chief of Staff of AL CAP, Bill Yell with Huntsville Utilities, John Heerten with SouthernLinc Cellular, Deputy Chris Stephens with the Madison County Sheriffs Department, LTC Jim Hawkins with AL ARNG, Shirley Crutcher with American Red Cross, Jim Tice with WDRM, and Kenneth Watts, AFCEA Symposium Chair. Watts comments, "During this Symposium, we learned that in a major natural disaster where much of the communication, power, movement corridors and logistical support base is severely limited, the command, control, and communication processes and systems that leaders must apply for response and recovery operations are very similar to those processes and systems that military leaders must apply when they are embarking on an expeditionary military operation."

Recruiting Quality Foster Homes

Madison County Department of Human Resources (DHR) Child Protection Services, Foster Care and Adoption program is charged with the responsibility to recruit quality foster homes as well as to train and support these homes as they take on the responsibility for caring for vulnerable children. The primary purpose of DHR’s foster care services is to provide a safe, temporary placement for children who cannot remain safely in the home of their parent(s). Some simply need foster care for a matter of days. Others may need foster care until they are reunited with their biological family or a plan is made for them to be adopted. All of these children share the need for a caring and committed family that can bring them the future they deserve.

Madison County DHR currently has 190 licensed foster homes in Madison County but they need to recruit 70 new homes each year to keep up with the county’s needs. One goal is to increase the number of adoptive/foster parents willing to cooperate with DHR in placing children in adoptive and family placements. Families or individuals interested in providing foster care for children are subject to an approval process. The main requirement is to have the ability and desire to provide the type of care needed by the child or children served. All these children share the need for a caring, committed environment that can bring them a safe, comfortable atmosphere with regular, nutritious meals.

A Collaborative Cyber Community

Cyber Huntsville is a collaborative cyber community, attracting and developing the brightest minds, attacking the most complex problems, and providing the best solutions of national and international significance. Cyber Huntsville was established by Huntsville City Mayor Tommy Battle in August 2010, and it formed the Cyber Huntsville nonprofit corporation in June 2011.

The vision for Cyber Huntsville is to be a community that is recognized nationally and internationally as a leader in cyber research and development, modeling and simulation, engineering and experimentation, and test and evaluation. Its mission is to build a national cyber center with global reputation and global reach, leveraging the unique synergies amongst Government, industry, and academia across the Tennessee Valley and building upon proven capabilities to address current and evolving cyber challenges as a significant part of the national cyber initiative.

Cyber Huntsville’s more than 200 volunteers have made great progress, to include developing partnerships with the Department of Energy (DOE) and Department of Homeland Security (DHS) at the Undersecretary and Director level, respectively. DOE and DHS are currently helping Cyber Huntsville improve the energy and cyber resiliency of the national treasure called Huntsville. Cyber Huntsville also is currently working to bring new cyber funding to the Huntsville area to accomplish new missions and further diversify Huntsville’s business portfolio.

  • The primary work of Cyber Huntsville is being executed by its committees, as follows:

  • Marketing: Outreach, publicity, branding, collaboration tools

  • Events: Event planning and management

  • Economic Development: Strategic relationships, program capture strategy, tour/visits with similar community initiatives

  • Capability Development: Identification of needed and existing skills to accomplish mission

All of these committees are seeking additional hard-working volunteers in the Tennessee Valley, and anyone and everyone with skills or interest in Cyber security and other cyber areas are welcome and encouraged to participate.

HATS POY (NP)

The Huntsville Association of Technical Societies (HATS) honored 14 recipients at its annual Professionals of the Year (POY) Awards Dinner on Tuesday, June 21, 2011, at the Huntsville Westin.

HATS was founded June 17, 1969, as a nonprofit 501(c) (3) organization comprised of technical and professional societies dedicated to the advancement of science and engineering. Its mission is to help coordinate the professional, educational, and civic activities of Member organizations and to promote common goals, particularly those that can best be performed by cooperative action. HATS sponsored technical and business exhibitions and symposia (TABES and TEAMS) during the period, 1985-2005. These served the local business and technical communities by providing a forum for displaying their products and talents to the international community. Since 1988, the HATS Science and Technology Education and Training (STEDTRAIN) Seed Grant Program has provided 355 individual grants and over $340,000 to K-12 programs for learning activities, such as hands-on science projects. This year six HATS STEDTRAIN 2010-2011 Grant recipients were guests courtesy of donors. Teachers were recognized and their Grant projects title presented.

This year 14 professionals were nominated and selected for the HATS POY Award by their Member organizations for outstanding contributions toward the mission of their awarding organization. Because the professional activities of these professionals have resulted in broad social, technological, and/or economical consequences benefiting the science and engineering community, it is fitting that their hard work has been recognized. Their extraordinary dedication, creativity, and leadership will be an inspiration to all.

This award is selected each year from among the Professional of the Year honorees.

Lt. General Via of the Army Materiel Command (NP)

U.S. Army Materiel Command’s BRAC Move Complete

U.S. Army Materiel Command’s (AMC) Deputy Commanding General, Lieutenant General Dennis Via, is proud of AMC’s accomplishments with its Base Realignment and Closure (BRAC) completion. "Our relocation of AMC has been ongoing for the past six years, and I’m proud to be a part of this team and serve as its Deputy Commander," Via states. "This is the first time we’ve been stationed in Huntsville, and my wife, Linda, and our sons, Brian and Bradley are impressed with the warm welcome we’ve received. I arrived right after the tornadoes struck on April 27, and witnessed first-hand how this great community came together, including the Garrison, Redstone Arsenal, local community and state agencies, and the wonderful people of Huntsville and Madison County. It was remarkable!"

AMC is the Army’s premier provider of materiel readiness…technology, acquisition support, materiel development, logistics power projection and sustainment…for the total force, across the full spectrum of joint military operations. AMC has a presence or impacts 50 states and 150 countries. Manning these organizations is a work force of more than 70,000 dedicated military and civilian employees, many with highly developed specialties in weapons development, manufacturing, and logistics. AMC is heavily involved in making the Army more responsive, deployable, agile, versatile, lethal, survivable, and sustainable.

Via assumed duties in May 2011. His previous assignment was as the Director for Command, Control, Communications and Computer (C4) Systems, J-6, The Joint Staff, Washington, D.C. "I’ve learned during my years of service in our Army that the success of any organization is directly attributed to its people," Via says. "My goal as the deputy is to provide sincere leadership and ensure everyone is treated with respect at all levels. Years ago, my platoon sergeant said, ‘Sir, take care of the soldiers, and they’ll take care of the mission’. Here at AMC, we strive every day to provide a great environment and let the workforce know they’re truly appreciated."

Some of the challenges AMC faced during its relocation was moving multiple locations into temporary facilities at RSA while supporting the Afghanistan and Iraq wars, resetting for future combat missions, and supporting continuing humanitarian missions, such as the earthquake in Haiti. "This success is truly amazing, as the tasks seemed almost insurmountable at the time. We are now on the other side of the mountain," Via states. "This accomplishment is a direct testament to General Dunwoody’s leadership, and all the employees of AMC."

With AMC’s headquarters now established at Redstone, there is a new level of synergy within the command. "This synergy brings great value to our materiel enterprise," Via explains. "It’s an opportunity to fundamentally change the way we do things while becoming more efficient and effective in meeting future mission requirements and contingencies.

Via comments that everyone at AMC is proud of the new facility. "We’ve leveraged technology and expanded our capabilities with our new operation center," Via says. "It allows us to better see ourselves, better coordinate with our supported organizations and warfighting forces, and better enable the command to continue to build upon our strengths. This is a tremendous and unique opportunity for Army Materiel Command. I’m very proud of our people and what they’ve accomplished, and I’m very proud to be a part of AMC and Team Redstone."

Madison City's Family of the Year 2011

The Trulock Family

On June 13, 2011 at the Madison City Council meeting, Troy, Dana, Whitney, and Matt Trulock were honored to be named Madison City’s "Family of the Year 2011". The family was nominated by the public as part of an annual Madison community recognition program.

All of the Trulock family members are involved in the community. They’re active members of Asbury United Methodist Church, founding members of the Hogan Family YMCA, and are part of numerous church, and school clubs. Troy and Dana remain active in their kids’ sports programs, with Troy coaching more than 60 of their teams. Troy and Dana continue to support their schools by being active in Liberty Middle School and Bob Jones High School’s PTA and Booster Clubs. In addition, Troy was selected by Madison City Council to be a member of the Madison Recreation Board.

Their commitment to the community has been passed down to Whitney and Matt. The children are involved in Church activities, and both are graduates of the Huntsville/Madison County Leadership Youth Challenge Program. Whitney, a recent Bob Jones graduate, was a member of the Chemistry Club, Spanish Club, captain of her school’s girls soccer team, and worked with the YMCA’s youth advisory committee. Matt was captain of the Liberty Middle School’s boys soccer team, member of the Spanish Club, and is currently on the Bob Jones football and soccer teams.

According to Dana "We are proud to be a part of our Madison and Tennessee Valley communities, and we believe our closeness as a family can be attributed to the quality of life in Madison." According to Troy, "the military may have brought us into town, but it was Madison’s people, churches, schools, sports, and quality of life that kept us here."

Madison County Veterans Memorial sponsored by Global Recruiters of Huntsville (NP)

A Veterans Memorial in Huntsville/Madison County

Huntsville is a military city built of military families, integrated with military jobs and purposes, and committed to supporting military men and women, both that have served and are serving. However, when the traveling Vietnam Memorial Wall was brought through the Rocket City, the lack of a permanent, community memorial site was highlighted. The Huntsville/Madison County Veterans Memorial Board (VM) was formed in response and immediately began planning a memorial that would represent the respect, admiration, and appreciation Huntsville has for its veterans. "This memorial is for all veterans of all wars, particularly those that made the ultimate sacrifice in giving their lives for our country," VM Board Member Bob Drolet states.

After developing a proper design for the memorial that Drolet describes as "gorgeous, absolutely gorgeous," fundraising began for the multi-million dollar memorial. The board originally believed that with the size of Huntsville and its many businesses that raising the funds would be a relatively easy task. However, the downward spiraling economy complicated the process. "To the benefit and credit of the companies and people of Madison County, today we are very close to meeting our financial goal," Drolet comments. "We consider this a major milestone and achievement."

As part of fundraising, the VM Board ran an extensive brick campaign, offering to engrave and place a dedicated brick in the walkways of the memorial. "So far, we have sold about 3,800 bricks," Drolet explains. "The community is really taking this memorial to heart."

The bricks cost about $100 each and can be purchased online at the web address provided below. The board wants people to know that the bricks do not have to be dedicated to military members, but can be dedicated to anyone. Many more bricks are available, and a second campaign will be starting in October to finish this project. "A lot of the bricks have been purchased by parents for children and grandchildren," Drolet notes.

The memorial consists of "walls of honor", each dedicated to a major conflict in which U.S. men and women have served, with two statues, called "Sacrifice" and "Courage", as well as bricked pathways and a fountain. The first of the statues and the surrounding areas will be revealed on Veterans’ Day, November 11, 2011. The ceremony will begin at 9:30am and will be followed by the Veterans’ Day Parade at 11am. The second of the statues will be ready in spring 2012. Bricks purchased leading up to the November ceremony will be installed and revealed in the second dedication ceremony. Drolet states, "We are calling this November ceremony phase one completion and we are looking forward to dedicating the finished Veterans Memorial at another community ceremony on Memorial Day 2012."

VM Board Chairman Bill Stender describes the Veterans Memorial this way, "This Memorial will be a landmark addition to our community and will demonstrate the respect, admiration and appreciation that all of the people in this region have for those who have served and are serving our great nation. The majesty of this tremendous project will reflect the greatness of the sacrifices that have been made to insure our freedom, and the voice of that freedom will speak loudly to all who visit. It will also be a "place apart" for veterans themselves to come individually and as a group to see and know that what they have done was not in vain and did not go unrecognized."
